We should build some test underground cities and habitats underground on the ice free areas of Antarctica first to get the tech figured out, then we could use robots to build underground bases on Ceres and the moon etc... THEN send settlers there.
The basement dwellers will have no problem with this. Give them internet and Cheetos.
