Rules of engagement : U.S. Army - perp must shoot at you before you can return fire
State Police - perp must show evidence capability of possible deadly physical force
FED.gov - perp presume to be armed, even by heresay; then fire on a moving vehicle despite no return fire from that vehicle;
then after the driver exists, shoot him in the back 3 -4 times , and throw a couple of more rounds into the non-moving vehicle that never fired a shot. FBI agents lie about who fired at the alledged perp , and fired rounds into the stopped vehicle, where there was no return firearms.
Then every citizen goes to jail , or FED.govt goes home, and no one is charged with murder.
Move along , citizen !!
