Along with you, I had considered it upon reading that statement.

He isn’t formally dropping, so I will leave him in.

Why do you make a statement like that if you’re staying in?

I think he is suspending his campaign without quite saying so. I don’t think he’s going to campaign actively any more, although it’s hard to be sure what Carson means since he’s really not a politician. I believe he kept it unclear so he would still get votes from those who like him.
