Okay, let's assume that the cop really has a knee injury. So no more walking the beat for her. Why then wasn't she assigned to some other duty, like answering 911 calls?

A disability finding should not lead to retirement. It should lead to be assigned some other duty. But I guess that might offend some group somewhere, so never mind.

That’s the key question. Even if it were true that she could not run any more, there are plenty of jobs in the NYPD that she could still do.
