Welfare reform in 1996 was supposed to eliminate the additional benefits for additional bastards; it did drop the birthrate, but not enough.
See # 22; I thought it maxed out from the point the sow started collecting (and also had a five-year limit). I suspect that other programs just replaced the “income” (as “disability” replaced expired unemployment benefits for millions).
Many “makers” in the poverty industry (I used quotes because they actually contribute nothing) would be out of work without the takers’ broods. A lot of libs work as teachers and social workers on the welfare reservations, and here in NJ they are upper middle class.

I believe it is more likely that the private sector, which also bears a sizable tax burden, is simply shrinking - and being replaced with quasi-government jobs (”private sector” employers loaded with government contracts - which allows the government to determine the ethnic/gender makeup of their workforces).
The problem is Net vs Gross..... and makers vs taker are inverting point
If you a Maker...let say you make 100k Gross... but after all the tax and fee bites of you check and then post bites (sales taxes and fees) you effectely Net 50k
A taker may have no Gross income ...but with all the tax breaks and benefits they may effectively Net 50k
