Yeah, I assume the reports will be investigated by the NFL, and if Manning actually did anything wrong, he'll be called on it by the league. I don't find reports by Al Jazeera particularly credible, and apparently the accuser has already recanted. Manning has accomplished far too much to be smeared by recanted accusations of PED usage.
Personally, I think the NFL should provide warnings to players, but permit the usage of any performance-enhancing substance that athletes want to use. If they wish to take the risk to their own health, they're competent adults who should be able to make that choice - they're already taking that risk just by playing, given what we're learning about the damage caused by repeated concussions. And it's not like many of them aren't already using anyway.
