You have to read the article. The fire department evidently has rules against not reporting issues with the police. They also have a policy against having a lady friend call in sick for you when you are in jail.

Well I have a problem with law enforcement creating the term "outlaw gang" and thereby nurturing a whole class of "criminals" they can arrest.
