Depends. IMDB has George W. Bush and Oliver North on the characters' list, but not Clinton. Wikipedia says Brian Dennehy plays Clinton (which doesn't sound right age-wise).
Doug Limon, the director, is the son of Arthur Limon, the Democratic Counsel in the Iran Contra investigation, so it's probably more of an anti-Bush than an anti-Clinton movie.
You can google "Barry Seal" for more and his allegations about the Bush brothers. It sounds like the movie was set up to attack Jeb Bush, who the film makers may have figured would be the Republican nominee.
