Depends. IMDB has George W. Bush and Oliver North on the characters' list, but not Clinton. Wikipedia says Brian Dennehy plays Clinton (which doesn't sound right age-wise).
Doug Limon, the director, is the son of Arthur Limon, the Democratic Counsel in the Iran Contra investigation, so it's probably more of an anti-Bush than an anti-Clinton movie.
You can google "Barry Seal" for more and his allegations about the Bush brothers. It sounds like the movie was set up to attack Jeb Bush, who the film makers may have figured would be the Republican nominee.

Dennehy is 77. Arthur Limon was a real machine demonrat. The iran-contra bs, and not including the Clintons, ignores the ON-going cocaine trade that Billy boy let go on forever in AR, being a good loyal citizen and all that.
This is a bush hit piece, neatly avoiding the fact that Billy boy has almost no nasal septum from all the coke he snorted— described as a “vacuum cleaner”. And that idiot brother of his, the “rock” star (Where is Craig Livingstone today— maybe at the clinton library which Mark Levin has said has not release thousands of documents from the presidency) The problem with both dynasties—imho, the degree to which both were in the same crap filled nest.
Like to know how they can bring GWB in on this- since he had nothing to do with iran contra. But Jimmy cahtah and his powder snorting Georgia pals (remember Bert Lance, Billy Carter, Jody Powell and Jordan, all snow-blind, and don’t forget the BNCC bank scandal).
