The national administrator for the 2 Million Bikers to DC Facebook page issued a press release saying that the meeting on May 17th at the Twin Peaks restaurant gathered with no intent to engage in organized crime. He includes in the letter what he calls the agenda for the meeting that day.

Johnson describes herself as a biker [w]ho loves and believes in the good hearts and wonderful bikers I call brothers and sisters who have carried me thru the worst times of my life.
The biker who wrote the letter to the media, John Bostick, is a member of the Confederation of Clubs and Independents. He wrote, I was not able to attend the scheduled COC&I meeting in Waco on May 17, 2015, but if I had been there, I possibly would have been killed, wounded, or arrested with the 177.
Bostick writes in the press release, Bikers know that the COC&I meeting was not scheduled to plan or promote violence. I have never heard of any violence at a COC&I meeting and they have been having them regularly for over 20 years.

It has yet to be explained why the Waco cops were sitting in their cars as matters escalated up to the moment when shots were fired (per testimony and Brent Strother statement.)
I am honestly perplexed by this. I still lean more to incompetence rather than malice as an explanation.
I lean more towards a criminal conspiracy on the part of the police and especially the mysterious Feds who seem to have disappeared and left the local PD holding the bag.
That the police have told lie after lie has already been established.

Interesting dichotomy here: If the cops had been visible, they wouldn’t have been needed but since they were hiding in ambush, they were needed.
That suggests that the police caused the melee intentionally through inaction rather than directly through agitation via ‘confidential informants’ and infiltration.
It’s schizophrenic; like babies having citizenship at birth but not having the right to life.

On the other hand, the president of the McClennan County chapter of Cossacks says the police asked him to help calm the waters between Cossacks and Bandidos. He showed up at Twin peaks (is one of the arrested), and in his bail reduction hearing says that he did NOT expect any trouble at the meeting.
"Who started it" arguments are never settled, ever. Both sides of every fight claim they were justified with whatever they said or did. I can see action starting and escalating with a biker-biker, or with an informant-biker or infiltrator-biker. Just on pure numbers, there being more biker-bikers than the other types, more likely things started with a biker-biker.
But I don't see any way the initial fight, even if it included a gun battle, would have resulted in as many dead and wounded if the police had been absent. Of course, that is speculation, but it seems to me that not so many people are willing to jump into a gunfight unless they have the benefit of cover or escape route.
