Leftist the NY Times may be, but they are right. ISIS has been smart in providing security and social services that the governments won't. Doesn't mean that the people like ISIS or even agree with their world view, but they are desperate for help and ISIS is providing some.

I've transcribed enough congressional hearings with witnesses from think tanks and NGOs and have heard this many times.
