The policy of reintegration is the problem. Instead of locking up the dangerously insane, they give them drugs and set them free.
While in college in the late 60s I worked full time nights as an attendant in a state mental hospital. Believe me, most of these people BELONGED THERE.

Sadly, most countries that allow for institutionalization are more likely to lock up political enemies that wackos, and the US is afraid to lock away anyone who might have a lawyer's telephone number or a PC Get Out of Jail Free pass.
More sadly, family, friends, and acquaintances are more likely to ignore concerns than to worry about consequences.
