Observing characteristics that are present in a given situation, together with an accurate knowledge of their statistical presence in a variety of alarming situations would not be making uncalled-for "sinister associations".

What the FBI director is doing same as acts that dumb people down: break down reasonable, learned associations and train people to make selective, not-otherwise-associated correlations. It is social engineering, based on desired, political correctness of the day. In violent situations, it can easily get people killed, but that is knowingly accepted to achieve the desired Political Correctness.
