Well, capitalism to a degree. Tax and spend Democrats teamed up with anti-legalization Republicans to set the tax rate too high, so there is still a black market and people chancing grow your own.

I’ve noticed the appearance of several “Hydroponics” stores in my neck of the world (Nowheresville, USA) over the last ten years or so.
I’ve always assumed they were mostly about home grow operations.
