Well, capitalism to a degree. Tax and spend Democrats teamed up with anti-legalization Republicans to set the tax rate too high, so there is still a black market and people chancing grow your own.
IIRC the tax rate was part of the ballot initiative. But it is set way too high. The article says growing your own can save a grand a year in taxes.
