Last American jurisdiction with a total handgun ban?

The Commonwealth of the Northern Mariana Islands is part of U.S. sovereign territory. It also (1) totally bans handguns, (2) bans carrying all guns, even in the home, (3) requires licenses for long guns, which are allegedly not granted for months on end, though theoretically they are supposed to be granted within 60 days, and (4) bans all ammunition except .22 cartridges, .223 cartridges, and .410 shotgun shells. Radich v. Guerrero (D.N.M.I. Sept. 5, 2014) argues this violates the Second Amendment, and surely that must be so; and before you go all Insular Cases on me, note that § 501 of the CNMI Covenant expressly provides (emphasis added),

This seems to me a clear violation of the Second Amendment. Any judge who values their oath should rule this policy in the Commonwealth of the Northern Mariana Islands unconstitutional and thus null and void./rwa

After Heller and McDonald this should be a slam dunk.
SCOTUS might even just summarily rule in favor of the plaintiffs if the lower courts don’t.

I believe that once upon a time I read that territories were classified as to status. Incorporated (Puerto Rico, Virgin Islands) with full Constitutional rights as determined by the courts, and unincorporated territories. Those rights are determined by treaty. The island commonwealth may fall into the latter category. Anybody please correct me if I am wrong.

There’s a reason why they want people disarmed. Just read history and see. They’ve completely demolished the Constitution, why would this be a surprised?
