The question almost answers itself: Because "someone" wanted to put it on the Internet.
Simple commonsense will answer all of the subsequent questions ("Why would 'someone' want to put...?" "Because 'someone' had something to gain by putting..." etc.).

It was probably put on the Internet when no charges were filed by someone who want the world to know what this guy did. Money might protect you from criminal court, but not justice of the messes.
