In my geographic area , 4 out of 6 of the biggest regional employers is an acadmeic college/university, which may include a medical center.
SO the College/University -Industrial Complex does already exist .

College/university (aka Big Education) is a primary funding medium for Democrats. Because of that, it has a protected position in the media view.

Interesting theory.
However the other side of making college almost mandatory there will be a huge influx of illegals on scholarships to go study “Hispanic Studies” courses and keep the cash flowing in.
