They probably did but I don't think you can "tell" this a-hole anything without getting into it. I'm sure he was arrested for his disturbed behavior, not for riding his bike the wrong way.

Fifth Avenue has been one-way for decades. All lanes. Baldwin lives in NYC and grew up in its suburbs. He knows the route. One block over on either side is one-way in the other direction. He could easily have biked up Madison Ave or Avenue of the Americas. Rules don’t apply to him. After all, he’s Alec Baldwin!
