CBS 7 has obtained the two arrest affidavits for Odessa Police officer Salvador Becerra. In the affidavits, investigating Texas Ranger Brian Burney states on two separate traffic stops, Officer Becerra brought a female back to his patrol car, asked her breast size and proceeded to touch her breasts underneath her bra after a little bit more conversation.
The most recent incident occurred on March 9th and soon after the female reported a complaint to OPD. The affidavit states Officer Becerra said "if she made an exception then they would not go to jail" since she released to him that she had a marijuana cigarette in her pocket. After the officer said this, the affidavit says the female reluctantly allowed him to touch her breasts.
The affidavit states after receiving the complaint, in-car video corroborated with the female's statement, and the audio had apparently been turned off during the exchange.
OPD says they then began looking at for incidents where audio was turned off at specific times similarly to the March 9th incident.
According to the affidavit, OPD found another recording hiccup on February 21st of this year. The female from this situation also confessed to a similar incident with Officer Becerra.
She states she told him she didn't have any drugs to which he asked her what her breast size was and said he needed to pat her down. It goes on to say he placed his hand under her bra to feel both breasts.
Police say Becerra is being charged with two felonies for two counts of violations of the civil rights of a person in custody and improper sexual activity with a person in custody.

Did anyone ever check whether this pervert is a citizen or not?
Maybe a FR LEO out there can tell me. Do police departments ever do psychological screenings, back ground checks and prior employment checks? Or do they just look for a ‘minority’ officer that happens to be black, or Mexican, or gay and let it go at that?

we are experiencing what the Germans under National Socialism experienced. To wit: Being policed by the lowest of the low. Low principles, low intelligence, bad character. The only difference was for the Germans, Party membership was the criteria. With us, it is diversity another off shoot of affirmative action. The end result in both cases are the same.
