Funny thing is that you can’t rent a car in Japan with a normal state-issued driver’s license. You have to have an “International Driver’s License” which is an otherwise useless piece of paper you have to get through AAA.
That was my thought on the matter, as well.

I don’t get that part either. I know here in CA you can still use your former country’s DL for only 3 months, hence, the use of rentals. No rental car company would ever hand you the keys without any form of ID.

You book the rental car the same time as the flight. Somebody goofed by not checking for a license, though.
