Judge Napolitano on Fox News said that the Obamacare law gives HHS Kathleen Sebelious the authority to prevent the Justice Dept.from prosecuting anybody for kickbacks/bribes under the Federal fraud laws.....

It's a moot point. The Justice Dept wouldn't prosecute anybody in the first place.

The funding of Healthcare.gov is a money laundering operation just like Solyndra and countless other 0bama projects.

I would LOVE to see how much Michelle 0bama's bank account has grown since appropriation of the website money. This money was not appropriated by the House, but nonetheless is tax payer money.

here are a few notes from the video - notice the one about punishing enemies.

No kickbacks – bribe
Obamacare exempted from kickbacks/ bribes (authorizes HHS to remove ability of Justice Dept on kickbacks)
Allows president to punish enemies and reward supporters
Never seen so much wiggle room in a law in 40 years – gave wide authority to HHS Secretary to decide which laws are enforced or not.

The price could balloon – consumer pays higher price because of kickbacks

Small potential for fraud is the credits – reimbursement provided by IRS
It can make it easier or harder to get credits

It isn’t a passed law. It’s a regulation written by HHS to cover itself. This is what we have come to in a former republic, due to some nameless judge who decided (10 or 20 years ago, without fanfare) that the executive branch can write the details of laws. So now, the crooks write the laws they want as regulations, the chief crook in the White House covers for them with Executive Orders, using threats and intimidation to silence objections, and appoints more crooked judges to rule in their favor. Meanwhile, the attorney general sees nothin.

The Administration interpretation is such an obvious lie-with-extremely-corrupt-purpose that it screams in need of an immediate challenge.

That "neither the federal insurance exchange nor the federal subsidies paid to insurance companies on behalf of low-income people are 'federal health care programs',"

All the otherwise-criminal behaviors such attempts to sweep under the rug after stealing from the taxpaying citizenry, is the stuff of tar, feathers, torches and pitchforks.
