Why isn't Obamacare being shut down during the CR debacle?

Okay, so if the Continuing Resolution that was supposed to fund the National Parks, Obamacare, and etc. hasn't been passed and the Fed has now had to shut down the parks and etc. due to a lack of funding then why isn't Obamacare being shut down?

Is anyone asking this question because I haven't seen it or heard it being asked anywhere.

Perhaps because it is considered manditory spending and not subject to the annual budget process.

Having asked my Representative the same thing, it’s my understanding that the democrats wrote the bill so the funding wouldn’t be part of the normal discretionary budget process, but would be treated as “off budget” like Social Security and therefore immune to being defunded in the case of a shutdown.

The president has significant authority on what to shut down.

With Obamacare as a tax, he can assert that it should stay open because of the taxes it is expected to bring in.

I don't know, but I'd guess that many HHS employees who would be working on ObamaCare-related issues have been furloughed. The impact may be minimal, though, since the vast majority of ObamaCare funding is part of permanent/mandatory appropriations that are outside of the current CR issue ("much" may have been an understatement in my previous post).

Because its already considered a ‘entitlement’ outside the bounds of the shutdown, ie like Social Security. Just like any other blood sucker category.
