Pretty much. Both sides are "in" on the use of motion to table, meaning they know it's there, that it's not debatable, and that certain amendments and substantive motions will be disposed of by a motion to table.
Tabling something kills it, it doesn't pass. So, the previous CR had to pass in order to send something to the House.
