No, Texas doesn’t stand ready to give the perp in-state tuition rates to college.

First of all he’s in trouble with the law. Seriously.

Second of all, there’s no information provided here that the perp meets the requirements of the law that provides such rates. There are specific requirements that must be met. Such as, living in TX with a parent or guardian for three years of high school and graduating from high school. A one yr residency requirement immediately prior to the date of application to college. Providing a signed affadavit that as soon as possible to do so the person will attempt to gain permanent residency status.

100% of whatever documentation will be acceptable to the university folks is readily available on the open market. You guys know that.
