Looks like an animation or comic book illustration. Destruction of iconic buildings by super villains is pretty much stock in trade since the 30’s.

That is reminiscent of paintings by 9/11-obsessed Iranian artist Farideh Lashai. One of her paintings showing the burning WTC towers befouls the living room wall of terrorist-lover Christiane Amanpour.

Of course, due to your picture's age, it can't be hers.

Or could it?
