It's a good sign. Low turnout in California means the statewide ballot propositions will turn out favorably for Republicans.

I have to agree with that observation. Judging from the yard signs in my OC neighborhood, it appears to be mostly democrat - however, they are not showing support for obama as all the yard signs are down ticket races.
