My undestanding is that methane is 25 - 30 % more dangerous to the atmosphere than carbon.
As more of Sibera undergoes climate change and evidence of warming , methane is naturally being released into the atmosphere from the thawing permafrost.
Maybe the UN/WHO would like to tax the Russians into submission ?
