The net effect of welfare and other governmental support programs, is that they facilitate the persistence of bad behavior and bad decisions by reducing the impact of consequences.

If the consequence of showing up to work late, dressed like a slob, and with a bad attitude was that you didn't eat that day, there would be a really-quick change in behavior.

welfare is a step ladder, welfare is the top of that ladder

you have to get off that step ladder and go to another ladder, the tall one and climbing it takes effort and hard work.

sadly, the easy route is taken too often and those standing on the short ladder spend their time griping and complaining that those on the other ladder are “better off” but have no desire to climb off the step ladder and start climbing the tall one.
