Being in IT I believe this can be only one of two things.
Criminal coverup of a particular case "lost" in the process.
Gross incompetence\negligence.
Either way someone should go to jail.

My first thought too. Someone else has reason to see that the video's(!!!) were deleted.....
Consistency would lead you to believe it was someone who was frequently involved with the stored video's
Also that it was someone frequently seen in the stored video's.
An officer? An officer of the courts?
Sad but this comes back to the old saying; Backup, Backup, Backup
