My first thought too. Someone else has reason to see that the video's(!!!) were deleted.....
Consistency would lead you to believe it was someone who was frequently involved with the stored video's
Also that it was someone frequently seen in the stored video's.
An officer? An officer of the courts?

Oh and also... they did not say specifically what it was (what type of software) that deleted the files. Nor what media they were stored on.
They could be recoverable depending on many factors.
