Not sure I get your meaning. These bears are being taken from relatively remote areas and reintroduced to relatively less remote areas, i.e. Yellowstone. The idea is to restore Yellowstone to a more nearly primal condition. The maulings they might commit subsequently seem to be no deterrent to the project, in view of the nobility and rightness of its conception.
