Yes the DA probably knows he will not get a conviction but wants to bankrupt the man with legal bills to teach him a lesson.
Our ruling overlords had better be careful with these abuses of power. The people are getting tired of being bullied.

SHEEPole are predominate these days. Nobody wants to stand up, and those that do, get screwed. That is the way the system is being modified and it is working as planned.
We have become a nation of sheep (Predominately) and that is exactly what the left has designed our legal system.
