That is a photo of oil boom sitting in a Maine warehouse despite the fact it is desperately needed in the Gulf of Mexico.

Seeing the buses reminds me of the kid who hot-wired one, picked up people along the way and drove out of NOLA. They chipped in for gas $$$ and made it to the Astrodome in Houston.

Yes, he is inept. But, the bus drivers were also smart enough to bug out on the first alerts. Perhaps because they did not want to get stuck driving them in the traffic jams that followed.

Instead of wringing his hands while standing in the rain (must have been a big deal for island-boy) the fishing boat captains could have been immediately been redirected to deploying wicks, booms,ferrying cleanup crews etc.

Remember the evacuation at Dunkirk?

The people perish because of a lack of vision.
