George Washington racks up late fees at NY library

NEW YORK (AP) -- If George Washington were alive today, he might face a hefty overdue library fine.

New York City's oldest library says one of its ledgers shows that the president has racked up 220 years' worth of late fees on two books he borrowed, but never returned.

Meanwhile Obama’s entry in the Illinois State Senate says, “present”.

On April 30, 1789, George Washington took the oath of office as the first president of the United States. He delivered his first inaugural address to a joint session of Congress, assembled in Federal Hall in the nation's new capital, New York City. With one exception, his first inaugural address did not contain specific policy recommendations. Washington urged Congress to add a bill of rights to the Constitution that would express “a reverence for the characteristic rights of freemen and a regard for the public harmony…” Although not required by the Constitution, every president since Washington has followed his example and delivered an inaugural address.

I wonder how many people this has kept employed over the years? If they had outsourced collections to the mob in the 1920’s they would have had the money in 4 hours.

Another possible source of the clause is a July 25, 1787 letter from John Jay to George Washington, presiding officer of the Convention. Jay wrote:

“Permit me to hint whether it would not be wise and seasonable to provide a strong check to the admission of Foreigners into the administration of our national Government, and to declare expressly that the Command in Chief of the American army shall not be given to nor devolve on, any but a natural born Citizen.”
