So they say. The notes could just as easily be correlation codes for filing patterns of sightings they’ve verified as legitimate. They’d blackout those codes before public release, so as not to give away the fact that they acknowledge legitimacy. Then to make sure of the coverup, they declare that the blackouts are insults scribbled in the margins by the investigators towards the witnesses.

I think a noble project would be to write a software program that would strip off the layers of “blackness” until the original could be read.
I saw where some forensics guys got help from NASA or some such to enhance photos by manipulating the pixels. Mebbe something along those lines? With so many govt reports that have been blacked out, this appears to be a great challenge for the computer types.
