"Today the division is no longer between slave and free states, or agrarian and industrial states, but between two models of industrial society — the Northern model, based on adequate public service funding and taxation and unionization, [also known as "bankrupt & failed"] and the Southern model, based on low-tax, low-service government and low-wage, non-unionized, [also known as "profitable & successful"] easily exploited labor . . . "

It should be pointed out that Mr. Lind has made South-bashing one of his favorite pass-times, so his idiotic, socialist rant is not surprising. . .

Well, you need to start by taking the reconstruction money from the Zero Bandits and building reservoirs throughout the South. The whole region needs a water distribution system for the industrial base. It is amazing how Atlanta and northern Florida could run out of drinking water.

Georgia, IMO, has it well in its own capability to expand and improve its reservoir system without money from Uncle Sugar. It just doesn't have the political power or guts to to tell the Feds to buzz off and let us solve the problem.

Much of the problem during the drought at Lake Lanier, the main source north of ATL, is the EPA / Army Corps of Engineers insisting on the release of trillions of gallons of water downstream to keep some endangered species of mussel happy down in Florida.

I'd imagine the creation of new reservoirs here will get mired down by the time and expense of endless impact studies and lawsuits. Additionally, the drought has subsided quite a bit, so the impetus is gone (for now).
