Good morning!!

Do not let the victims of the attacks on New York and Washington, nor the brave members of our Nation's military who have given their lives to protect our freedom, die in vain!!

Four people have died as a result of norovirus, an easily spread cause of diarheea and vomiting, caused by infection associated with contact with the contaminated flood waters of New Orleans.

The EPA is testing what, exactly, is in the flood waters, and preliminary results will be available by weeks end.

It is known now, however, that e. coli is present in the water at 450,000 times safe levels.

NOPD officials say there are about 10,000 residents remaining in New Orleans, and those will be removed by force, if necessary.

A makeshift jail has been made at the New Orleans bus station--the first inmate was an individual who drove up to get a bus ticket out of town in a car he had stolen.

Eko-wackos are on their ever vigilant nannyism--scientists are warning about the long-term damage to the ecosystem by pumping New Orleans flood waters back into Lake Ponchatrain (like, where do they want it pumped?)

And the pumping? Three pumping stations are online, of the city's 148 pumps, and each is moving 4,600 cubic feet per second. This is somewhat better than a portable pump the Army Corps of Engineers had been using, which moved 9 cubic feet per second.

Flood waters should be removed in 3 1/2 weeks from eastern New Orleans, and in 2 1/2 months from Chalmette.

The good news is that 182,000 people have been rescued.

Watch how James Witt gets propped up here. James Witt has been hired by Katherine Blanko to "help" her sorry effort. James Witt and Wes Clark are part of a consulting company that was paid $500,000 by the state of Louisiana to write their disaster plan. They are part of the reason for the failure.

Witt has been brought on the scene to play the role of Jamie Gorelick in the 911 commission.

I emailed Toby yesterday using his d's email addy which he provided in his post to us.

#1 Son's BIL owns an Environmental Clean Up business. He is headed to MS at the request of FEMA. He will be looking for employees, but he has no idea WHERE he will be sent by FEMA once he arrives in MS. I gave Toby that information. If the BIL is too far away it probably won't do much good giving them the info.

According to what I've been able to establish, FEMA is in charge of all temporary gov't employment, so the best thing to do is to register with FEMA and express a desire to work. ANY and ALL skills should be embellished on the registration form. :>)

I tried to call Toby again this morning and got the rapid busy signal. I wish I understood what the rest of you are doing to be able to get thru. I'm getting paronoid.

I've got a couple of meetings today and a dinner meeting tonite. I'll peek in here as I can, hoping to catch another post from Toby.

I thought I read, a couple days ago, a document describing how N.O. was going to use municipal and school buses to evacuate those without cars... which was not done. In retrospect, that may not have been a complete evacuation plan for the City, but rather a directive by the state of LA that cities develop such an evacuation plan, and that was part of suggestions for such a plan.

"Our hearts go out to the people of New Orleans and the communities throughout Louisiana, Mississippi, and Alabama who face many challenges as they recover from the destruction caused by Hurricane Katrina," said Secretary of Labor Elaine L. Chao. "These grants will provide up to $191 million to create temporary jobs that will mean paychecks for thousands of dislocated workers and will help to clean-up, rebuild and repair their communities."

A HISTORY OF LEVEE NEGLECT--BROUGHT TO YOU BY LOUISIANA DEMOCRATS

1991-1995:  New Orleans Levee Board allegedly undertakes a $140 million building campaign covering 41 projects to close "within four years" the gaps in New Orleans protection from floods.

1996:  New Orleans Levee Board cited by Louisiana Legislative Auditor for the way "it awards contracts, spends money, and ignores public bid laws.

1996:  The New Orleans newspaper, the Time-Picayune States Item reports the levee board is near bankruptcy and, quoting the Legislative Auditor, stated it "should not be allowed to refinance any bonds, or issue new ones, until it submitted an acceptable plan to achieve solvency.

1996:  New Orleans Levee Board loses its authority to refinance its debts, jeopardizing the building campaign.  Without the bond financing, the Levee Board is also unable to obtain Federal matching funds.

1998:  Louisiana enacts a $2 billion construction budget.  Only 0.1% is dedicated to levee improvements ($1.98 million).  The construction budget does fund improvements to the Louisiana Supreme Court ($22 million), and the New Orleans Convention Center ($35 million).

1999:  Louisiana appropriates $49.5 million for levee improvements, subject to allocation by the State Bond Commission.  Levee improvements are designated "Priority 5"--projects "least likely to receive full or immediate funding".  It is likely that no construction took place.

2001:  The New Orleans Levee Board defers $3.7 million in capital improvements because local residents voted down a proposed tax increase to fund expanding operations by the Board.  This will result in $47 million in work, covering 60 projects, to be deferred long term.  The projects included work to shore up floodwalls.

2002:  Louisiana allocates ZERO dollars to hurricane protection projects, leaving 65 percent Federal matching funds for such efforts untouched.  State senator Francis Heitmeier (D-Algiers [the "West Bank" of New Orleans] would tell the Times-Picayune:  "The problem is money is real tight in Baton Rouge right now; we have to do with what we can get."

2002:  Louisiana Commissioner of Administration tells local officials (presumably Jefferson, Orleans, St. Bernard, and Plaquemines parishes) that they stood a higher chance of getting flood control projects funded if they reduced their requests to the state for money in less critical areas.  There is no record of any discretionary funding requests being reduced or withdrawn.

2003 (October):  St. Charles parish receives a Federal grant for $475,000 for levee construction--this is used to build a bike path on top of the levee.

Ummmm, that was 15 to 20 minutes Mississippe time, SIL got me some power for a short time with the generator so let me chat with the best folks in the whole wide world.

My D, the family family and, Old gulfcoast6 are soing just great. We do not need anything but power which should be in a few days. 85% of MS was out of power but with the help of crews from all over the good ole USofA we are getting back the power. Here, the trees blown down really did a job of us
by tornados and the hurricane but being a good ole boy I am in want just like everyone else and you do know that McDonalds and Pizza Hut changed the world, get it to you fast and, take it to you.

So many of your good folks have called and offered to send us packages, etc. but honestly, we are doing just real good (except no hot water to cook my grits in). We are so lucky, the house is is A OK except for the rain that got the walls wet, the wind blew it into the house, other damages the insurance company will take care of and my trees, my pretty big old Red Oaks, blown down like pens in a bowling alley. Then, look at it this way, we got lots of firewood now.

Pets, everyones pets are here living like kings on our land, horses, additional chickens, goats, cats, chickens and one parrot and one thing about it, don't have to cut the grass as the horses and goats are taking care of that. No diesel fuel anyhow, no gas either and hopefully we sill start getting some shipments in soon, lines 3 and 4 miles long when a station is selling gas.

I want to tell you again. nothing, nothing has ever happended on our country like this hurricane. We had storm surges 40' to 45' high on top of the waves. The entire coast of Mississippi along the beach has been completely wiped out, nothing, gone, like it never exsisted. The smell of death is as strong as it can be in the really badly hit area and goodness knows just how many it killed we will never know, so many have been swept out to sea. mnever to be found. But, my family and I are just great as the enviroment will allow us to be. So many folks are without anything except the clothes on their backs, gone, never to be found. we just pray thanks to God that he let us live to face another day on this old earth and to guide us in giving to those without some of our good fortunes.

I promise as soon as the power is back I am going to read the freep mails to me but that little thing of power is not letting me do so right now. I miss out every day conversations and with SIL abd D you just don't know how you have affected them with all of your concerns for us. Oh heah, Dog, my GD Allie asks about you all the time, you sure impressed her when you talked to her here that time.

The affected area here is as big as GB if that will tell you anything. Oh, the 'regular' news, CBS, ABC CNN (so I have heard) is THE hit stations on OUR President W, 24--7, sickening.

Oops. SIL has to cut the generator so I am going to have to run. Pleas know, thie ole man in Mississippi is so bless to have friends as each of you are, never in my life have I experenced anything like this, never. I will be bak on as soon as I get some power (store bought or, power lines). Forgive the spelling, no spell check for now. Thank you, thank you, thank you. Toby

The "bike path" is pretty common on most levees.. they are really multipurpose trails - hikers, rollerblades, cyclists, (and some have horse use) & my understanding come from a different fund/dept than the ones for construction, updating etc.

Need to finish mowing. Acreage, 700' of extension cords & an old (dolly propelled - not self propelled) electric push mower are a "challenging" combination.. need to return to finish this afternoon before predicted rains arrive.

Thanks for your update Toby. You know that we are all thrilled you are okay & able to join us on occasion to update on all. The smells, NO power, primitive life are all things that will stay with you for many years
