She's a mirror-image twin, whose twin died (and was reabsorbed by their mom) in the womb. IOW, her twin was internally arranged like most people, but died for whatever reason. As the mirror-image twin is the second possibility of monozygotic or "identical" twins (the first being two babies internally arranged like most people; the third being conjoined or "Siamese" twins), it isn't too common, and leaves no obvious evidence, such as the second amniotic sac seen with "Vanishing Twin" syndrome with fraternal twins.
I remember hearing a news story back in the 1970s about somebody else like this, so she doesn't seem that strange to me. Does anybody know if she's a conservative? There's got to be a political joke here, aside from the great Tom Daschle picture above.
