Um, I dunno. If your using Windows don't use Internet Explorer because it has too many exploits. Try out Firefox from
mozilla.org.

Are you in view full screen mode? If so, hit the sizing botton, the one between the minimize (...) and the close (X) buttons on the top right. Your scroll bar should return.

Double click the top bar. Everything should be fine.

Try resizing your display size. Click on "Start," then "Settings," then "Control Panel" then "Display" then "Settings" Try resizing the display using the sliding "Display Resolution Tool" slide all the way to the left for 800 x 600 resolution. Click "OK"
