Pure speculation. I would guess these are crimes that police either can't solve or don't want to solve for whatever reason.

Had a coworker from a former life in Indonesia. He told me that the cops in most of the cities kept files to clearly identify the 1-2% of the population which accounted for 98-99% of the crime. On a slow night, the local precinct would decide which ones should die in a street brawl or some other kind of accident. There would always be an investigation, but the crime would not be solved.

Not saying we have cops who do that in America but at one time we had vigilantes, sometimes under the cover of organized crime, who performed the same function.

Those are the ones who aren't suspected or caught.

In Chicago, most of the homicides are committed by "race unknown" with black victims.

You could probably, in all honesty, add 95% of the "unknowns" to the black column, giving them about 75% of all homicides rather than 60%.
