The other over-voted counties in 2020 look like they had to do with seats in the state legislature.

Would there be a reason for that, something I don't know about Kansas? I mean, the Pubbies control the state legislature handily, don't they?   thinking face

Butler county is home basically to Wichita State University.

It would also happily engage in fraud.

State college campuses dominate all politics beyond anything Republicans generally control.

Kansas Republicans are generally weak and compliant compared to national Republicans. I did like Brownback but rarely saw strong Republicans there.

I doubt there is much they could do to stop probably permissive mail in voting schemes. I do not know what their COVID adaptations were but I imagine they did mail in voting and that meant they could harvest votes.

In the excess 100^ counties I would look for a college or university and try to figure out how the Campus Democrats worked on voting for elections. Therein likely lies the secrets.
