As I was rolling the scenes of the riots around in my mind, thinking what can we do, what can help --- I came up with an idea. Unfortunately, due to coronavirus, no one in the offices of the DC elites seem to be answering phones anymore, and all the voice mails I got when I tried to call were full. So I am shouting this out to the wind, and hoping it lands where it should:
In order to catch bank robbers, banks put a little exploding dye ball in the money bags. When the thieves open the bag, the dye ball explodes and marks the money and the perpetrator. Easy identification.
Just as in the above example, the bad actors in a group of "peaceful protestors" need to be identified. I suggest that police need to shoot the bad actors with dye balls from a paintball gun --- non-lethal, and easy identification of the perpetrator hiding in the crowd.
It requires no new technology --- a variety of paintball guns are readily available everywhere.
It requires no new training --- any officer that can shoot a standard pistol or rifle can shoot paint balls and/or dye balls.
It is non-lethal --- paint balls/dye balls may sting but they do less damage than rubber bullets.
It allows the officers to stand away at a safe distance and still mark the target for apprehension.
It destroys the anonymity of Antifa or other instigators within the crowd.
And, if we wanted to get fancy, we could load the dye balls with a dye or paint that would shine very brightly under the streetlights --- no place to hide.
I know there are likely reasons why this wouldn't work or why the police wouldn't want to do it, or they probably would be doing it already. But if it can identify and lead to the arrest and conviction of just one more criminally destructive anarchist, one more thug who injures a police officer, one more psycho socialist/marxist that attacks innocent people --- well, why not give it a try.
Great idea - except your forget the fact that in the stupid Democrat hellholes they have DAs they don’t want to prosecute any criminals
and mayor is another politicos it immediately release all perpetrators as soon as they’re arrested
this includes bank robbers and other violent criminals
so what’s your solution?
Water canons. And mix in some fresh manure with the water.

And pretty soon the members of Antifa and other instigators will have paintball guns of their own and be marking everyone possible in the crowd to maintain their anonymity.
I read somewhere that Israel uses something like a skunk spray that smells and stays on a person for about a week. That seems to be fitting.

They don’t want to apprehend them.
I still think several 1,000lb JDAMs would be more effective. Saves on court cost, eliminates any further rioting by the offenders and any News Coverage teams would be collateral damage so nothing loss there either.
So good it's already been done:

Call it the diarrhea gun.
No need to arrest, or clean up the mess.
Or each officer can have a unique color so when caught the officer can identify the suspect and report his crime.
You should consider researching this and perhaps marketing this to riot control police.
Then use UV dye.
And don’t tell anyone.
If law enforcement won’t pick them up, a good few pissed off combat veterans can clean house.
A guy can dream.
I also had the paint pellet idea, but I really kinda sluffed it off because it’s fraught with problems. You’re going to need to use permanent ink, and it’s probably going to need to stain both cloths and especially skin if you want to be able to identify them later. But people who get marked will just be able to discard the clothes and cover skin that is marked.
Then my darker side came up with an idea to use an aerosol spray that makes people sick enough to need to visit an emergency room with very specific symptoms but not be life threatening.
But there are two problems with this. First is liability, as there are inevitably going to be people who either claim or actually do experience more lasting complications from it due to other medical conditions. Second is the fact that these people seem to have a much higher level of organization than the media will let on, and I believe they would adapt with counter measures, such as their own triage centers and even medications that counter any temporary sicknesses.
What’s wrong with good old fashioned lead balls?
Oh, that’s right. Toxic for the environment.
Never mind.
I like your deeper level of analysis.
