This profile matches exactly that of a mentally-ill, homeless, drug-addict.
This is the problem in Seattle, Portland, LA and elsewhere. Living on the street and using drugs means they have accumulated many dozens of charges from public order to theft. Liberal DA’s and mayors refuse to deal with them, either through jail or forced treatment. So they are released every time.

We have some seriously cracked eggs walking around in public throughout the United States, but it is particularly bad in certain cities.
You cannot fix them with incarceration because they are only in for a short time. They are crazy and pose a continual danger to society.
Civil commitment.
Plus NYC has a policy of releasing these vermin without bail. It is a license to commit mayhem.
