The compliance issue makes a huge difference. South Koreans are ready to implement whatever social distancing/disease control guidelines the government issues. New York is full of entitled liberals who won’t comply with anything unless it is back by a lot of muscle.
I have not been following the situation in New York. I have only been following the worldwide situation, since that is more informative about whether Covid-19 is eradicated or not.
I believe that what worked in Korea is not going to work here in USA. We have to recognize cultural differences. Our best approach is Sweden which is a Western nation just like USA.

Seoul, having suffered other Chinese viruses in the recent past, may actually have more immunity to the latest corona virus. As for New York and California, there is no doubt that political correctness in the form of open borders and cultural celebrations of minorities in defiance of being prudent caused them more suffering. It only takes one bad decision in the beginning to mushroom into something really big when you have exponential growth.

Stop counting the flu, COPD etc as Covid 19 and you will see their numbers drop sharply
