You beat me to it. This would be like making the surface fleet and the submarine service separate branches of the military.
See my post 8. Contrary to popular belief, the Navy and the Army also have interests in space and have space programs they fund.
Its not really an expansion so much as it will be a shift of resources and responsibilities. The moneys to stand up this new command will come from monies that currently go to other agencies and DoD departments.
That is a more than adequate analogy.
