The policy and procedure always remains the same.
It is not merely that. They win elections and they stay loyal to the party once elected. We hold our noses and vote for RINO POS's like McCain and Romney, only to have them betray us at every opportunity. You'd never the the GOP RINO party do something like pass Obamacare. A lot of 'Rats knew they'd lose their seats and did; but they stuck together and got the monstrosity passed. RINOs always chicken out because they "don't want to be blamed" for something. The 'Rats either have more courage or they get enough money from slush funds to buy their loyalty. RINOs fold like cheap suits.

I see this as a huge vote of no confidence by the titular head of the Democrat party, Barack Obama.
Could there ever be a weaker endorsement of potential nominees than what Obama just said? Talk about damning by soft praise! He just admitted that Democrats will have to hold their noses in order to vote Democrat!
What is really going on here is that Barack Obama thinks the Democrats are headed for major defeat and he is distancing himself from it. He will delay as long as possible before campaigning for the eventual nominee - and I bet even then, his support will be lukewarm.
He expects the Democrats to suffer a crippling defeat in 2020 and all he cares about is not having his own name, or the Democrat brand, tarnished by it. It is smart politics if you think about it. Better to blame a huge defeat on lousy candidates than to blame it on the party itself.
This is exactly why President Trump has begun calling out Obama by name in his rallies. Notice how he is saying I beat the Bush dynasty, I beat the Clinton dynasty, and I beat the Obama dynasty.
But he never ran against an Obama - so why does he say that? Because he wants to draw Obama into the 2020 fight. When he grinds the Democrat party into a huge steaming pile of festering roadkill next year, he wants that pile to include the Obamas.
