He was just playing the part of an old arab man, wearing a gray disdasha and a prayer cap, and was used in various training exercises for crowd control, etc.
I had to laugh...he is Puerto Rican, but with all the garb, to my eye, he sure looked a lot like a traditional muslim. Of course, he had a bit of an old man face, so I think that helped.
That, and he was a complete ham.
