This may push the issue to the Supreme Court.

They need to rule to stop this policy veto by district judges. No president can conduct policy when any of hundreds of political opponents can stop his policy for an indeterminante amount of time.

It is as if there were hundreds of of fiefdoms scattered across the nation, the dictator of each which has a veto over Presidential decisions.
