Absolutely, they declared him to be a natural born citizen because of his TWO citizen parents.
They felt the need to declare this because McCain was born in Panama.
It is still unclear exactly where in Panama.
Canal Zone would be American territory.
Panama would not.
McCain has never produced his original birth certificate.
Interestingly enough Obama voted for this knowing he had only one citizen parent.
Precedent Obama was exactly what he was, now any anchor baby and Anwar Al-Awlaki’s kids, born in Yemen to one citizen parent, are considered by many to be natural born citizens, eligible to be President, effectively gutting the protections of having someone who could only be an American as originally intended.
Excluding the children of foreign nationals was the purpose of the founders rejecting “ citizen at birth” as originally suggested by Hamilton with the more restrictive “natural born citizen” advocated by John Jay and others.
They wanted a President that had just one nationality.

I don’t oppose McCain’s eligibility since his parents were serving in the military. Congress revealed what they knew when they passed the resolution. Then when Obama came along they got amnesia.
